Unlocking regeneration, from land assembly to handover.
Cloudesley Consulting is an independent development surveying practice specialising in land assembly and compulsory purchase — helping local authorities, developers and registered providers bring complex, mixed-use regeneration schemes forward with commercial clarity.
Thirty years bringing regeneration to delivery.
Cloudesley Consulting was founded by Rachel Trevillion, a chartered surveyor with more than 30 years' experience in the regeneration sector and deep expertise in residential and retail-led mixed-use development.
Her career as a development manager spans the full development cycle — from project feasibility and appraisal through to practical completion and handover — so schemes are shaped with delivery in mind from the outset. More recently she has led the promotion and implementation of compulsory purchase orders, predominantly across the London Boroughs and South East England.
Rachel specialises in land assembly and compulsory purchase, and Cloudesley Consulting offers that experience directly: clients work with the surveyor doing the work — from early strategy through to the negotiations and delivery that see a scheme through.
“Having recently delivered a compulsory purchase order (CPO) for the first phase of a 2,000-home regeneration scheme, I am delighted to recommend Rachel Trevillion and her CPO consultancy services.
Throughout our work together, Rachel has consistently demonstrated a detailed understanding of the CPO process and the practical challenges involved in delivering it. Her dedication, adaptability and genuine commitment to partnership working with the relevant local authority helped guide us through the process in line with our anticipated programme. This support has been a major factor in enabling us to commence work on site this year.
Rachel is approachable, friendly and highly effective at building strong working relationships. She would be an asset to anyone requiring CPO support on complex schemes.”

Assemble the land. Shape the scheme. Deliver the regeneration.
Cloudesley Consulting brings regeneration schemes forward — assembling the land, steering the development, and holding together the stakeholder relationships that complex, multi-party projects depend on.
Land assembly & compulsory purchase
Bringing fragmented ownerships together and, where needed, promoting and implementing compulsory purchase orders. From land assembly strategy and referencing through to negotiations with landowners and occupiers, we keep the process moving — with particular experience across the London Boroughs and South East England.
Consultation & engagement
Regeneration displaces people and businesses from land, and every one of them needs to be listened to and properly understood before a workable solution can be found. We engage directly with affected interest holders — both occupiers and investors — to establish what they need and what a fair outcome looks like for them, then work through the options that get everyone to it.
That covers temporary and permanent relocations alike, across commercial and residential interests, from a shop owner needing interim premises to an investor requiring equivalent value elsewhere. The process is rarely straightforward, and the aim throughout is to navigate that uncertainty with clear, workable solutions and options — so schemes can progress while the people affected by them are treated fairly.
Regeneration & stakeholders
Regeneration turns on relationships as much as numbers. We work with local authorities, registered providers, landowners and communities to align competing interests and deliver complex, multi-party projects — the kind that only succeed with commercially astute, patient management.
Independent advice for tenants and leaseholders through regeneration.
Cloudesley Consulting acts as an Independent Tenant/Leaseholder Advisor (ITLA) — a dedicated, impartial point of contact appointed to support residents through the estate regeneration process, separate from the landlord, developer or local authority delivering the scheme.
Independent, resident-facing support
Acting solely in residents' interests, we explain the regeneration process in plain terms, answer questions as they arise, and make sure tenants and leaseholders understand their rights and the options available to them at every stage — from initial consultation through to relocation and resettlement.
Guiding residents through change
Regeneration can be an uncertain and unsettling process for the people living through it. We provide practical, one-to-one support — helping residents weigh their options, understand valuations and offers, and navigate temporary or permanent moves — so they feel heard and properly informed rather than left to face the process alone.
A bridge between residents and the scheme
We work alongside landlords, developers and local authorities to feed resident concerns back into the process, while remaining accountable to residents rather than the scheme promoter. That balance helps build trust in a process that only succeeds when those affected by it feel fairly treated.
